Saints SS Roman Harper has agreed to a restructured contract.
It's been a long-time coming, but it's unclear what the sides have done. $2.6 million of Harper's $5.25 million base salary became guaranteed by virtue of remaining on the roster through March. It's possible his salary has been slashed to only the guaranteed amount. Harper's play in 2012 would certainly dictate such a move. The full details of the restructure should soon emerge.

The nerve damage in Packers CB Tramon Williams' shoulder has "dramatically healed" after an offseason of yoga, jump-rope, and weightlifting.
Williams' 2013 goal is to replace Charles Woodson in the secondary leadership role. To be taken seriously by teammates, he's going to have to keep his starting job -- a position the Packers opened to competition. Getting the shoulder right is a good first step. Williams has been a disappointment the past two years.

The Packers are "intent" on giving 2012 second-round pick Casey Hayward every opportunity to win a starting job.
Restricted free agent Sam Shields is staying away from OTAs, and Tramon Williams is on the spot after back-to-back inconsistent seasons. A revelation as a rookie, Hayward led Green Bay in pass breakups (21) and interceptions (6), operating mostly as the slot corner in nickel packages. He should be a starter this year.

According to the Washington Examiner, QB Pat White's accuracy has been an issue in Redskins OTAs.
There was a reason White fell out of the league so swiftly despite being a 2009 second-rounder. In theory, he fits Washington's offense as a read-option dynamo, but White's limitations as a passer are great. He's also undersized. White likely won't make it past first cuts in Redskins camp.

Vikings RE Jared Allen said he has "absolutely no idea" where he'll be playing football at in 2014.
"I pray about it," Allen said. "I talk to my wife. And we'll end up going where the good Lord takes us. But I don’t know where that path is headed. Best-case scenario would have been that we would have never gotten to this point. Best-case scenario would have been the organization would have gotten something done [on an extension] a few years back." Allen is entering the final year of his contract, and so are fellow defensive ends Brian Robison and Everson Griffen. Allen and the Vikings have yet to discuss an extension.

ESPN Cleveland reports Bill O'Brien, Ken Whisenhunt and Ray Horton all told Browns CEO Joe Banner they'd bring Brian Hoyer to Cleveland when interviewing for the head-coaching vacancy.
Per reporter Tony Grossi, each coach considered Hoyer a "viable competitor for a starting job, and a solid NFL backup at the very least." We know GM Mike Lombardi feels the same way, but it remains to be seen if Hoyer has the arm coach Rob Chudzinski is looking for. Both Chud and OC Norval Turner favor big-armed QBs. Hoyer's not a real threat to Brandon Weeden's starting status.

NFL.com's Ian Rapoport reports Cardinals third-round FS Tyrann Mathieu enters the NFL in the league's drug test program.

That means Mathieu is subject to as many as ten drug tests per month. The 21-year-old former LSU Tiger's off-the-field drug problems are well-documented, and he has repeated several times that he's fine with drug testing and that his issues are behind him. Mathieu signed his four-year rookie deal on Thursday, and he received just $265,000 up front. Another $355,000 is available in roster bonuses from 2014-2016, and they will void if he ends up getting suspended.

So much for no guaranteed money. I'd certainly take $265,000 up front. Him being on this many drug tests per month is probably the best thing for him after he gets that much money over night. 

Fox Sports South reports the Falcons and free agent DT Richard Seymour are engaged in contract talks.
The Falcons are in win-now mode, and Seymour, at the age of 33, is likely only interested in playing for a contender. The four-time Pro Bowler has also been training in the Atlanta area this offseason, and he went to Georgia. Seymour, at 6-foot-6, 310, would bring some much needed beef to the interior of the Falcons' defensive line. The Falcons are up against the cap, but some money will be freed up in June due to Tyson Clabo's post-June 1 release designation.

The Union-Tribune San Diego thinks the Chargers could try and trade Robert Meachem if he has a strong preseason.
GM Tom Telesco would trade Meachem for a bag of punctured footballs right now if he could, but Meachem's $6.75 million cap hit makes him impossible to unload. The Chargers have a glut of receivers searching for playing time, and Meachem is no higher than fifth or sixth on the depth chart. He caught just 14 passes in the first year of a four-year, $25.9 million deal last season.

Dustin Keller said he declined a long-term deal from the Dolphins in favor of a one-year contract.
Keller's one-year pact is worth $4.25M. It's unclear how much the Dolphins were offering annually on a long-term deal, but the ex-Jet apparently didn't like it. "My worth wasn't where I think it was at," he said. "So I took a gamble on myself and said I'm better than everyone thinks I am. This is where I want to be longterm. But I want to prove to them I'm better than last year."

Cardinals RB Ryan Williams said he was "scared all last year to get the ball in my hands."
Williams was coming off a torn patella tendon sustained during the 2011 preseason. "It was something where I was trying to protect my leg instead of trying to protect the football," he admitted. "It's a scary sight being a running back and being scared to run the ball. That's something that no running back should feel." Williams averaged a pathetic 2.82 YPC before sustaining a season-ending shoulder injury in Week 5. He says the fear is now gone, but he'll have to prove it with the pads on in order to earn carries in Arizona. Rashard Mendenhall, Stepfan Taylor and Andre Ellington are all in the mix as well.

Emmanuel Sanders said he is engaged in contract conversations with the Steelers "right now."
Sanders is currently operating on a one-year, $2.5M contract after the Steelers matched a restricted free agent tender from the Patriots. Finally getting a chance to run with the No. 2 wideout job, Sanders may think he can have a breakout season and then hit the unrestricted free agency market as a hot commodity. It's a dicey negotiation for the Steelers as Sanders has totaled just 94 catches, 1,290 yards and five touchdowns through three NFL seasons. They won't overpay.

Aaron Rodgers says Randall Cobb "is a guy who could be a 100-plus catch guy every year."
Cobb caught 80 passes last year despite losing some reps to Greg Jennings and resting during Week 17. Now Jennings is gone and Rodgers is counting on Cobb to emerge further. "He can clean up certain areas and be even more fundamentally sound and be even more productive," Rodgers said. As one of the game's most dynamic slot receivers playing in an ideal offensive scheme, Cobb is going to be a PPR monster in fantasy circles.

NFL suspended Rams LG Rokevious Watkins one game for violating the league's substance-abuse policy.
It's unclear why Watkins is suspended only one game, as substance-abuse violations usually draw four-game bans. It's an ill-timed suspension for a player penciled in as the Rams' left guard, but shouldn't cost Watkins his job. A 2012 fifth-rounder, Watkins was limited to 37 snaps as a rookie after suffering an ankle injury in Week 1. Rookie Barrett Jones and journeyman Chris Williams are the two most likely candidates to start in Watkins' absence.

Can someone explain why he only got a one-game suspension?

Brandon Gibson has been lining up in the slot in Dolphins OTAs.
Gibson was primarily an outside receiver in St. Louis, but the Dolphins are set outside the hashes with Mike Wallace and Brian Hartline. Stone-handed with zero after-the-catch ability, Gibson is not a good fit for the slot, but the coaching staff has to play him somewhere after GM Jeff Ireland foolishly handed out a three-year, $9.755 million deal. The Dolphins would have been better off letting the Jets sign Gibson and keeping Davone Bess through the final year of his contract.

Speaking Tuesday, Ben Roethlisberger said the Steelers have revamped their playbook, but refused to provide specifics.
"There's been some changes this offseason in some of the offensive philosophies, playbook and some things that I think are good," he said. "It's some compromise from all the different position coaches, the running back coaches, the line, and quarterback coaches. I think we've taken a little bit of everything and made it a lot better." The Steelers fell from 12th to 21st in total offense last season, and lost lid-lifting WR Mike Wallace in free agency. With the addition of potential bell-cow back Le'Veon Bell, the Steelers could be adopting a more methodical philosophy designed to extend Roethlisberger's career.

New Chiefs QB Alex Smith has come away impressed with Dexter McCluster in OTAs.

"Seeing how fluid he is, going in and out of those roles has been impressive for me to watch," Smith said Wednesday. "It’s easy to talk about in the meeting room to say let’s put (a) receiver in and have him run routes and be natural. ... It’s another thing to see it live. He’s a special guy." McCluster's talent has always been seductive on the practice field, but has never really translated to games. It's unlikely Andy Reid will be able to accomplish what Todd Haley and Brian Daboll couldn't, and make McCluster's unique skills change games.

This is a guy I'm frustrated with. This guy is way too talented and unique to not be successful. I really hope Andy Reid can find a way to utilize his strengths. I don't think he'll be the guy to do that though, unfortunately. 

Reggie Bush has been part of the Lions' rotation on punt returns in OTAs.
Shortly after Bush's signing, coach Jim Schwartz said Bush would be an option on returns. Bush was an explosive return man in New Orleans, but hasn't been featured on special teams since 2010. Bush has proven more durable in recent seasons, but the Lions would be risking his health by using him on punts. We doubt the plan comes to pass in the regular season.
